The House Agriculture Committee and the Senate Agriculture Committee have primary responsibility for most agriculture and related authorizing legislation. However, other congressional committees also have jurisdiction over programs and topics of importance to agriculture and food interests. For example, each body's Appropriations Committee has a subcommittee on agriculture and related agencies, where USDA's annual appropriations measures originate. The Senate Banking and Foreign Relations Committees and the House International Relations and Ways and Means Committees handle matters that impact exports and foreign trade; the Senate Energy and Natural Resources and House Resources Committees have jurisdiction over many public lands on which activities like livestock grazing take place; the Senate Finance and House Ways and Means Committees consider tax and revenue measures, including those affecting farmers and ranchers, and so forth.
